Are we ready for AI-governed tax system?

Pakistan's tax management system is undergoing its most significant transformation, following a new paradigm shift worldwide. FBR is moving from human-based judgment to AI-assisted decision-making where, automated audit selection, digital invoicing, real-time transaction monitoring and the escalating Track & Trace System (TTS) now sit at the core of revenue enforcement.

Indeed, this potential is fascinating, leading to reduced corruption, higher compliance and wider tax net. Albeit, a crucial question remains unanswered. Who audits the algorithm?

The recent FBR's 2025 reform roadmap shows that AI and advanced data analytics are no longer experimental tools. They are being institutionalised to recognise risk profiles, flag suspicious returns and prioritise audits across income tax, sales tax and customs operations. The motivation behind it is clear.

Country's tax-to-GDP ratio has lingered around 10–11% for decades, which is far below when compared with the regional peers. Besides, manual systems have failed to bridge the compliance gap, whereas discretion has historically enabled rent-seeking. AI bring new horizon while promising scale, accuracy, speed and consistency where the human system has struggled and almost become obsolete.
