Minorities in Pakistan: What the State Has Done
In the light of Articles 20, 25, 26, 27 and 36 of the Constitution of Pakistan, the State is unequivocally committed to protecting the rights of religious minorities and ensuring their dignified and meaningful participation in national life. Pakistan’s constitutional framework and institutional arrangements provide minorities with substantial opportunities to participate fully in the country’s political, economic and social life. These include political representation, employment quotas, educational opportunities, protection of places of worship, and a range of welfare and development initiatives.
Pakistan’s constitutional position is clear. Article 20 guarantees every citizen the right to profess, practice and propagate his religion, subject to law, public order and morality. Article 25 guarantees equality before the law, while Article 26 protects access to public places. Article 27 provides safeguards against discrimination in public service appointments, while Article 36 specifically directs the State to safeguard the legitimate rights and interests of minorities.
Pakistan’s constitutional provisions, political representation, employment policies, educational initiatives, welfare programs and protection of religious sites demonstrate that a substantial institutional framework for minority rights already exists.
