The barrier across a pedestrian and cycle lane on Fairway in Queen's Hills was installed by Costessey Town Council, which will be taking over the park from South Norfolk.

The council put in the gate to allow large maintenance vehicles through without creating an entrance for cars to park there.

But at the time, the council did not own the land and were told by the district council to remove........
