The Jammu and Kashmir government last week has ordered inspection of all the higher secondary schools across J&K UT and nominated officers of different ranks as the visiting officers.

The move, as per the government order is aimed at assessing the different parameters in the schools varying from academics, human resource and infrastructure. But the government while prioritising the senior secondary section has completely neglected the and ignored the elementary level schools which are already on crutches in terms of learning levels of students, academic practices, availability of staff and infrastructure.

To hold “comprehensive inspection of all the high and higher secondary schools across Jammu and Kashmir, the government has nominated officers to conduct inspection of the schools allotted to them.

As per the order, around 1742 high and higher secondary schools- 939 in Jammu division and 803 in Kashmir division have been identified and have been allotted to the visiting officers. Each officer has been allotted one school to visit.

The officers designated as “visiting officers” for schools include ACDs, ACRs, Assistant Commissioner of Panchayats (ACP) besides Block Development Officers (BDOs) and other senior rank officers.

But it is surprising that the parameters set for assessment in these schools seems completely a futile exercise and misuse of the Human Resources available in different government departments.

The officers have to assess all the parameters objectively and record observations with supporting evidences wherever required. The parameters include gaps, deficiencies and best........
