The application, submitted by Arthur Olney for a property known as The Bungalow on North Market Road in Winterton, proposed demolishing an existing garage and replacing it with a single-storey building described as a summerhouse, office and home gym.

But the inclusion of two bathrooms in the design raised suspicions among neighbours who questioned whether the outbuilding was, in effect, self-contained living accommodation.
