India's History With Delimitations – and Why Any Exercise Invites Scrutiny Now

A majority of Indians view elections as a contest centred on candidates, parties and manifestos. Delimitation rarely enters this discourse, largely due to its multi-layered structure and dense bureaucratic jargon that is confusing to the average voter. Often only attorneys, bureaucrats and election officials are aware of this background constitutional process.

In addition to conducting state-specific exercises in Mizoram, Arunachal Pradesh, Goa, Jammu and Kashmir and Assam, India has periodically updated electoral boundaries since 1951 through a series of Delimitation Commission acts and decrees. However, in the coming years, delimitation might turn out to be the most significant political endeavour the country has carried out since its inception.

Redrawing of constituency maps is just one aspect of delimitation. The exercise concerns the allocation of political authority: Who gets represented? Whose votes hold more weight and which regions disproportionately benefit from each parliamentary seat assigned and reserved constituency recognised? Although boundaries may seem merely administrative on paper, they have long-lasting effects on governments, social cohorts and the cultural anxieties that have been haunting India for the past few years. 

The Special Intensive Revision (SIR) of electoral records has been at the forefront of the present discussion. This adjudication, however, only presents half the picture independently. Certainly, elections are determined by who gets the right to vote. Yet how votes are converted into political representation is decided by delimitation. It is impossible to comprehend one without the other. 

Before understanding the extent of delimitation’s impact, it is pertinent to question who stands to benefit from it.

History of delimitation in India – the first delimitation exercise

Despite general perceptions, delimitation is not a single exercise. It carries out three different constitutional duties. First, in order to reflect population shifts, it redraws boundaries of assembly and parliamentary constituencies. Second, it redistributes reserved seats in accordance with the demographic distribution of Scheduled Castes, Scheduled Tribes and women population. Third, it establishes the number of parliamentary seats each state is permitted in the Lok Sabha, making it a politically delicate process.
