In Pakistan, population planning remains central to economic planning and the delivery of social services. According to the National Institute of Population Studies, Training and Research, Pakistan’s estimated population stood at 252.09 million in 2025, with an annual growth rate of 2.07 per cent. This included 129.64 million males and 122.45 million females.

The country’s demographic profile is marked by a large youth cohort. Around 26.56 per cent of the population is aged between 15 and 29, while 56.9 per cent falls within the working-age group of 15 to 64 years. This youthful population provides Pakistan with an important opportunity to realise a demographic dividend through sustained investment in education, health, skills development, entrepreneurship and productive employment.

Recognising both the opportunities and policy requirements associated with this demographic transition, the incumbent federal government, headed by Prime Minister Muhammad Shehbaz Sharif, continues to prioritise youth empowerment and human capital development. Initiatives such as the Prime Minister’s Youth Business and Agriculture Loan Scheme and the Prime Minister’s Youth Skills Development Programme focus on entrepreneurship and advanced skills development.
