The behaviour and rhetoric of President Donald Trump have crossed a threshold that demands the immediate and bipartisan attention of Congress. This is not a partisan assessment. It is a judgment grounded in observable fact, consistent professional assessment, and the constitutional responsibilities that your offices carry.
