Vancouver has fallen short in the first year of its provincially mandated housing targets, but city staff expect the city’s “strong development pipeline” will help it exceed the five-year goal.

The toughest nut to crack, though, continues to be affordability.

Vancouver was one of 10 B.C. municipalities that received “housing target orders” from the provincial government in September 2023. These orders, which also eventually went out to other municipalities as well, came with “compliance options” allowing the province to step in and override local authority in cases where they deemed municipal governments were failing to achieve those targets.
