The six-week-long test as a colossal failure. The federal public safety department expected Cape Bretoners would turn in 200 guns during the month-and-a-half long trial. They turned in 25.

Since the feds had given the Cape Breton Regional Municipality $149,760 to administer the pilot, that works out to nearly $6,000 per gun.

The cost of most rifles or shotguns in Canada runs between $500 and $2,500. The average is $700. Six-thousand dollar guns are available, but rare.

The point is Ottawa way overpaid for the guns turned in on Cape Breton and achieved next to nothing in return.
