Editorial: Troy City Hall redux
The city of Troy is moving ahead with plans to remake Proctor’s Theater into City Hall, even though the current space is functional.
The lame-duck Troy City Council majority approved a plan last week to turn Proctors Theatre into a permanent City Hall, even though city officials have had a functional home at Hedley Park Place since 2012.
Mayor Carmella Mantello, who campaigned on moving city offices from the leased space on River Street, said the lease finances were unsustainable. She convinced the outgoing Republican majority — all four members will be replaced by Democrats next year — to go along.

We’ve yet to see how the finances of the new arrangement are demonstrably better. Or even necessary.
Hedley Park Place is accessible, has parking and on-site eateries, and offers ample office space. Proctors, by contrast, lacks nearby parking (the plan calls for improving an alley, but........
