EDITORIAL: Attorney general puts Spa City on notice for future rights violations

You would think a government body in New York wouldn’t need to negotiate with the state attorney general’s office on an agreement to respect its citizens’ First Amendment rights.

You’d think a local police force in a progressive upstate city like Saratoga Springs wouldn’t have to have the state’s top law enforcement official require that its officers stop making unjustified arrests, that they not retaliate against citizens for speaking out or that they not conduct improper surveillance on citizens exercising their right. Or that the state would need to require the city to perform a complete overhaul of its police conduct review procedures and training.

You’d think a local government wouldn’t have to be specifically told not to........
