At the end of January, Norfolk County Council (NCC) issued a "notice to leave order" beside one of two portable homes which had been parked on Kitchener Road.

The notice, which was pinned on a lamppost beside it, said the owner of the caravan must move it by February 6 otherwise further action will be taken.

Since the caravan was not moved, NCC then issued a court date for the owner to attend, and on February 20, without the owner attending, a possession order was obtained.

The notice stuck beside the caravan instructing the owner to appear at Norwich Magistrates' Court on February 20........
