Its emphasis on letting trouble makers vent, meaning disturb the peace, use profanity and even threaten, without correction, emboldens destructive behavior instead of disciplining it.

Oddly, this 'stand down' of disciplining disruptive individuals comes at a time filled with unwarranted........
