When RaeQuan Battle runs the floor, other basketball players struggle to keep up. Battle’s national profile rose over the last two seasons at Montana State, and other programs took notice. This spring, he announced his intention to transfer to West Virginia University. But when he arrived, there was a problem.

The National Collegiate Athletic Association only allows athletes to immediately play if they’ve transferred once; this was Battle’s second move. To show off his skills in Morgantown this season, he needs a transfer waiver from the NCAA. On Oct. 23, the association announced that he wasn’t getting one. Now a student at WVU, he can only practice while he waits on an uncertain appeal. And he isn’t the only one in limbo.
