WASHINGTON — The UN Security Council on Monday adopted a resolution calling for an “immediate” cease-fire in the Gaza Strip during the Muslim holy month of Ramadan “leading to a lasting sustainable ceasefire” between Israel and Hamas.

The United States abstained from voting on the resolution, after using its veto three previous times to block cease-fire measures at the top UN body, citing their failure to mention Israel’s right to self-defense or condemn Hamas.

The latest cease-fire text passed with the support of the council’s 14 other members.

Speaking after the vote, US Ambassador to the UN Linda Thomas-Greenfield said the Biden administration supported many of the resolution’s objectives but was disappointed the text did not include a condemnation of Hamas.

The vote came after Russia and China exercised their veto authority on Friday to block a US-drafted resolution describing an “immediate and sustained cease-fire” as "imperative."

Just before Monday’s vote, Moscow offered an amendment to insert the word “permanent,” which was included in an earlier cease-fire draft. The Russian bid failed with only three votes in favor.

The resolution approved Monday “also demands the immediate and unconditional release of all hostages.” It was criticized by Israel for not conditioning a cease-fire on the release of the remaining captives taken on Oct. 7.

Israeli media reported that Israeli Prime Minister Benjamin Netanyahu’s office threatened to pull an Israeli delegation’s planned visit to Washington this week if the United States failed to use its veto.

The Biden administration is working to stave off an Israeli offensive in Rafah, the border city where more than half of Gaza's population is sheltering. The Health Ministry in the Hamas-run enclave said Monday that at least 32,333 Palestinians have died in the five-month war, which began when Hamas-led militants killed some 1,200 people in southern Israel.
