Opinion: Canada's militarization puts Arctic peace on thin ice This year marks the 30th anniversary of the Arctic Council , the preeminent intergovernmental institution for the circumpolar region. Canada played a pivotal role in the creation of the council and hosted the signing of the founding declaration in Ottawa on Sept. 19, 1996. Canada also served as the Arctic Council’s first chair from 1996 to 1998.
