Saratoga Springs councilman Dillon Moran didn't fully comply with a Freedom of Information Law request because it was "annoying" and he didn't have the time, according to testimony in a recent, and very unusual, trial.

Mr. Moran may now realize those aren't valid reasons for evading FOIL requests. The Democrat was convicted last week of willfully violating a state law that gives New Yorkers the right to know what their public officials are doing.
