Similarly, the National Adolescent and Youth Policy (NAYP) provides a comprehensive framework for promoting youth education, health, social inclusion, and skills development. The policy was formulated after consultations with between 50,000 and 60,000 young people across more than 40 cities, giving it broad-based representation and public legitimacy.

Digital transformation constitutes another key pillar of the government’s youth strategy. Under the Prime Minister’s Laptop Scheme, 600,000 laptops have already been distributed among students, including those from Gilgit-Baltistan and Azad Jammu and Kashmir. In the fourth phase of the programme, an additional 100,000 laptops will be distributed. The government has also announced plans to distribute Chromebooks nationwide, particularly in underserved regions where digital access remains limited.
