A state government office is frustrated that it can’t work out an agreement with a city to upgrade its facilities. So instead of going back to the negotiating table to continue to seek common ground, that agency attempts to strangle the city financially by using the power of the state comptroller’s office to bully local officials into compliance — thereby putting the city’s financial health and the welfare of its citizens at risk.
