Tiger Woods blamed his latest rollover car crash not on possible impairment due to substances, but on impairment due to the absolute nexus of online activity and distraction: the phone.

Police said Woods showed signs of impairment immediately after his March 27 crash in southern Florida and refused to take a urine test at the scene.
