David Cameron grabbed the limelight this week with a bold suggestion that the UK might recognize a Palestinian state in advance of a Middle East peace deal. His speech, it appears, had not been cleared with No. 10. That surfaces an intriguing aspect of one of the key relationships in the British government: Cameron was recalled to office as foreign secretary to sprinkle stardust on Rishi Sunak’s lackluster team and take some pressure off his overburdened boss. Is the former prime minister succeeding too well?

Cameron’s speech, welcomed by the Palestinian ambassador to the UK as “the best shot in the arm for a two-state solution" between Israel and Palestine, made headlines but aroused misgivings among some Sunak loyalists. Downing Street has hitherto been careful not to link the cause of Palestinian statehood to the campaign against the terrorists of Hamas. Yet Cameron’s intervention had the merit of signaling that the government is aware of the sufferings of ordinary Palestinian people, as well as Israeli victims.
