To summarize city auditor general Nathalie Gougeon’s recent report, Ottawa ‘s climate change approach is underfunded and underperforming. It consists of a maze of plans that lack sufficient spending and central direction. What a shock.

Gougeon notes that the city is behind schedule on its promised greenhouse gas reduction targets; staff aren’t working together; and there are no metrics to measure progress, should some ever occur.
