The curved property on the corner of Queens Road and Ber Street will be converted into four flats by Lion Properties, which is run by Catherine Youngs, who lodged the plans in 2022.

But Ms Youngs said Norwich City Council had stalled plans over nutrient neutrality, a policy which ensures housing developments do not add to nutrient pollution in protected areas.
