‘I’m not Jeremy Kyle’ - Judge rules out lie-detector for disgraced civil servant

Last month he was sentenced after admitting downloading hundreds of explicit images and videos of young boys depicting some in pain and distress.

At a further hearing at Norwich Magistrates’ Court this week an application for a Sexual Harm Prevention Order (SHPO) initially included a clause requiring him to be subject to on-going polygraph tests.

Judge Matthew Bone said although using a lie-detector was legally permitted for certain “very high risk” offenders it was inappropriate in this case.

Ruling the requirement should be removed, he added: “I’m not Jeremy Kyle”.

Salzedo, of Burgh Road in Aylsham, pleaded guilty to three offences of making indecent images of children and one of possession of illegal extreme pornography that featured dogs.

The images included 139 category A images and videos - the most serious that involve sex acts and penetration - together with 69 category B and 104 category C.

He was spared jail but sentenced to a 12 month community order with requirements including a programme to address his offending and 120 hours of unpaid work.

Judge Bone said it was “necessary” that he was made subject to the SHPO lasting five years to run alongside the requirements of being placed on the sex offenders’ register.

The SHPO includes conditions that he does not possess any electronic devices that do not retain search histories and that they are made available for inspection by the police.

He is also banned from installing encryption software, using cloud accounts without informing police and deleting any images without prior consent.
