Change of use plans had been proposed to turn part of the Waveney Community Care Project charity shop at 54 High Street in Lowestoft into a two-bedroom flat to make it "more viable".

The plans were lodged with East Suffolk Council in October by the applicant Hannif Jaffer.

But the scheme was refused this week under delegated council powers.

The proposals earmarked reducing around 53sq m of the ground floor area of the shop that stocks........
