Bid to install billboard on side of building near town centre is blocked

Plans to unveil the billboard on the south elevation of the Owl Building on Battery Green Road in Lowestoft has been turned down.

An application centring around "Non-Illuminated Advertisement Consent" for the "billboard mounted to side of building for multiple advertisements" was "refused" by East Suffolk Council under delegated powers.

Proposals to install the billboard were submitted to East Suffolk Council in January.

The scheme lodged by agents Ian Garrett Building Design Ltd on behalf of the applicant Mr K Miller for Black 24 sought advertisement consent for "a non-illuminated billboard that would display "multiple advertisements" on the side of the building.

With the proposed billboard "designed to provide general advertising space unrelated to the premises it is situated on," the application has been refused under delegated powers by the council.

A report from the council's delegated case officer said: "The billboard is proposed to be 6096mm wide, 3048mm high and 150mm deep and to comprise a metal frame and timber insert.

"The proposed billboard is large, covering a substantial area of the building's side elevation, which would detract from the building's appearance and would be visible in longer views along Battery Green Road.

"The size and scale of the proposed billboard results in it being visually intrusive in these views."

It added: "The amenity impact from the proposal is considered unacceptable."

In recommending that "advertisement consent be refused," a decision notice letter from the council entitled "refusal of consent for the display of advertising" said: "East Suffolk Council hereby refuse to permit the development."
