Why Latinos helped pass a tough, new immigration law

Proposition 314 passed handily.

We knew this was coming because a majority of Arizona voters, including Latinos, told us in the run-up to the Nov. 5 election that they supported the restrictive immigration bill.

That wasn’t the case 14 years ago when Gov. Jan Brewer signed Senate Bill 1070 into law, prompting significant public outcry and economic boycotts.

According to our ASU Poll on the Status of Arizona Voters, 54% of Latinos supported Proposition 314 and another 23% were neutral.

This means only 23% of Latino voters opposed Proposition 314 — a stark contrast to the 81% of Arizona Latino registered voters who opposed SB 1070 at time of its passage.

What has changed in a generation to shift Arizona Latinos’ position on immigration?

Though the main intent of both Proposition 314 and SB 1070 was to strengthen the state’s powers to enforce restrictive immigration policies, the two measures differed on several important points.

First, SB 1070 was passed by the Arizona Legislature and signed into law by the governor; it never went directly to voters for approval.

In contrast, Proposition 314 was referred to voters by the Arizona Legislature after Gov. Katie Hobbs vetoed earlier........
