A video buffers halfway through, the progress bar freezes, and the monthly data package is already running low before the month is. For a growing number of people in Pakistan, this is simply what watching YouTube looks like and it's pushing them toward a different habit altogether: downloading first, watching later.

The shift from streaming to saving

Mobile data in Pakistan isn't cheap relative to average incomes, and network quality varies sharply between cities and rural areas. A user in Lahore on a decent 4G connection has a very different experience than someone in a smaller town relying on patchy 3G coverage. Streaming a video repeatedly, especially content people return to like tutorials, religious lectures, or study material, eats through data allowances fast.
