Bid for self-build home refused for the fifth time

Nigel and Julija Willgrass applied to build the house on land in Colney off Watton Road.

The site where the two-storey home was earmarked has a tennis court, swimming pool and changing room.

Agents for the couple tried to convince South Norfolk Council officials the new plans addressed previous concerns, which saw their application refused four times.

They said: "In conclusion, the proposed development is considered to be policy-compliant, sustainable and capable of being delivered without causing significant harm.

"It is therefore recommended for approval, subject to appropriate planning conditions."

But planners for South Norfolk Council, who have once again said no to the application, said the latest plans did "not comply with any policy that permits new development in the countryside".

In previous occasions where the council has refused the plans, Mr Willgrass appealed the decision three times.

The planning inspectorate dismissed all appeals because of the effect the house would have "on the integrity of the Broads Special Area of Conservation".
