Senior Tory replaced in County Hall role after skipping key vote on devolution

Bill Borrett has left his role as cabinet member for public health and wellbeing at Norfolk County Council after his stance meant his position became "untenable".
Leader Kay Mason Billig has replaced him with another senior councillor after Mr Borrett, a county councillor since 2009, refused to back the request to the government to postpone May's elections to pursue devolution.
