Twenty-five years after 9/11, the warning signs are flashing again from Afghanistan. In a comprehensive report titled “The State of Terrorism, 25 Years After 9/11,” the Atlantic Council warns that Afghanistan under the Tehreek-e-Taliban Afghanistan has reverted to a safe haven and a favourable environment for militant organisations. Released around the anniversary of the September 11 attacks, the assessment is unsparing: the de facto regime’s inability, or unwillingness, to prevent terrorist groups from operating inside Afghanistan is now the single largest counterterrorism challenge in the region. That failure is not accidental. It is structural. The Taliban regime has created an enabling environment where terrorism survives, reorganises, and expands. It maintains alliances with most terrorist groups operating in the Afghanistan-Pakistan belt, and its rule provides exactly what violent networks need most – sanctuary, operating space, and time.
