For decades, Jammu and Kashmir has remained vulnerable not only to terrorism sponsored from across the border but also to another silent weapon—narcotics. Drugs have increasingly become a tool to destroy the social fabric of society, target the youth, fund criminal networks, and destabilise communities from within. Sitting at the crossroads of narco-trafficking routes originating from Pakistan and Afghanistan, Jammu and Kashmir has long faced the challenge of narcotics being smuggled across the Line of Control and the International Border.
