President Donald Trump could be remembered as the accidental father of a reinvigorated transatlanticism. It isn’t as far-fetched as it sounds. For decades, the Atlantic alliance rested on a double asymmetry: America spent a lot on defense while Europe free rode, and Europe hid behind nontariff barriers while America kept its markets comparatively open.
