Doug Ford, Premier of Ontario. 

Particularly in Oshawa, you should be alarmed that a murderer and rapist is loose in your city, while the Durham police say he is a high-risk offender. 

Police say Darren Scott Ray has a history of serious criminal convictions and “poses a significant risk to the community.” 

I wrote to the premier for comment. He responded by text. “Whoever let this murderer out unescorted needs to be fired! This was a reckless decision! With no regard for the community’s safety. “ 

Someone must take responsibility and public accountability for releasing a vicious murderer, because no one is saying he is rehabilitated. 

What did Darren Scott Ray do? 

According to a Toronto Star article in 1987 he, “tortured, sodomized and murdered 14-year-old Darren Pepin of Scarborough. He threw Pepin’s body into the garbage room of his apartment building.”

I don’t care that the crime took place nearly 40 years ago. 

He is no danger to the public if he is locked up. 

Ray’s Unescorted Temporary Absence Permit has a number of restrictions, including that he not be in the presence of any male or female children under the age of 18, among other restrictions. 

Will he follow those directions? 

Hopefully, but we have too many stories of vicious criminals perpetrating a crime within hours of their release. 

Here is one from just this past week. 

Windsor case highlights why some criminals deserve to be locked up

A Windsor man convicted of assault on an intimate partner was re-arrested at the home of the woman he assaulted, just an hour after his release. 

Windsor police say they learned of the man’s release and “had reason to believe he would attend the victim’s residence.” 

But he was let go anyway. 

According to the Windsor Star, which quoted a city police officer, such breaches have become “epidemic.” Fortunately, this time, the police were waiting. 

Now, the court will have to deal with this incident unnecessarily, while the victim will also have to deal with more trauma. 

Last year alone, Windsor police responded to around 450 breaches of probation related to intimate partner violence — more than once a day in just one city. 

Violent people don’t control themselves. 

Durham police’s response to Ray’s release

In the Durham case, the Durham Regional Police Service says it will continue to monitor Ray’s whereabouts and activities. They shouldn’t have to. 

Do they have the resources to follow him around? The details of his release say “unescorted.” 

Police are asking the public to stay vigilant and to contact police, if they have any information about Ray. 

I have some information: He is dangerous and needs to be kept behind bars. 

But you and I are now expected to be the police and vigilant. 

The purpose of a justice system is to protect the public. 

My request for information from Correctional Service Canada elicited this response: “We can confirm that Darren Ray remains under the jurisdiction of the Correctional Service of Canada (CSC); however, provisions in the Privacy Act prevent us from discussing the specifics of any offender’s case.” 

In other words, none of our business. 

They put us off to the Parole Board. More government finger-pointing. 

Hiding behind anonymity is cowardly and irresponsible. 

It is clear why they wouldn’t want Doug Ford to know who they are.
