Editorial: Ms. Hochul’s new toll plan

Finally, Gov. Kathy Hochul has green-lighted a new toll that will help reduce traffic and pollution in Manhattan and provide billions of dollars for mass transit. Thanks are due, we suppose, for ending this patently political delay in the face of obvious political urgency.

The politics of the delay in congestion pricing concerned this year’s elections, in which the governor no doubt wanted to do as little as possible to antagonize voters who were deciding, among other things, who would be in the state Legislature and our congressional delegation. A $15 toll could well have prompted voters, especially on Long Island and in the city’s northern suburbs, to take their irritation out on Ms. Hochul’s fellow Democrats.
