Churchill: Inform the neighbors? State doesn't bother

To understand the arrogance of state government in New York, talk with Bob Flagler and his neighbors.

Flagler has lived in his Wood Terrace house for all his 77 years. He has a brother, son and grandchildren living in the neighborhood, which is in Albany but is, in many respects, a place apart, separated from the rest of the city by the Thruway.

A few months back, Flagler and other neighbors noticed something strange going on at the Albany Training Academy. A fence was up and it looked as if some sort of project was starting. What was happening? Nobody knew.

While the land is owned by Department of Corrections and Community Supervision, it is worth noting that the New Scotland Road property, a former seminary, serves as a park for the Normans Kill neighborhood. It includes swimming pool and playground on land leased by the city, and there is — or was, I should say — a softball field and ample open space.

"We had deer. We had turkey," said Flagler, a retired police sergeant. "You'd see a red fox. We had everything."

What the neighborhood has now is a big wound of a construction site. And get this: DOCCS decided to build a $39.4 million, 260-bed dormitory, with 240 parking spots........
