Churchill: As upstate withers, Albany focuses on Trump

ALBANY – No state is losing population more rapidly than New York.

You might think the distressing trend (and how to reverse it) would be the state Legislature's focus. You might assume they'd treat the decline of upstate, especially, as something of a crisis.

But upstate's admittedly difficult problems have rarely received the attention of the (mostly downstate) Democrats who now control the Legislature. In recent weeks, in fact, lawmakers have focused their time and attention not on the problems of New York families but on just one person who happens to be from New York.

Donald J. Trump, of course.

On Tuesday, the Assembly threw aside long-standing precedent to pass a bill, already approved by the Senate, that will allow New York officials to prosecute folks close to the Trump who receive a presidential pardon. On Wednesday, the Assembly passed legislation, also approved in the Senate, that will allow New York to release Trump's state tax returns to Congressional investigators.

Oh, I understand the impulse. We all know Trump is an ethically challenged fellow, and, as revealed in the Mueller report, he has shown a willingness to abuse his constitutional clemency power. And while........
