Deputy Prime Minister and Foreign Minister Ishaq Dar on Friday sounded the alarm over India’s weaponisation of water following abrupt variations in the flow of the Chenab River, which have caused significant damage to farmers in Punjab. This amounts to a material breach of the Indus Waters Treaty, which guarantees Pakistan unrestricted access to the Chenab. While India may still be some distance from acquiring the capacity to completely halt the river’s flow, it has already exploited its upstream barrages to manipulate water levels for power generation, holding and releasing water without warning and in erratic patterns.
