Secretary of State Marco Rubio will testify before the House Appropriations Committee on Tuesday afternoon on President Trump’s fiscal 2027 budget request, as negotiations between the U.S. and Iran over ending the war and reopening the Strait of Hormuz appear at a standstill.

The White House is seeking $35.6 billion in discretionary budget authority for the department, a 30 percent decrease from the 2026 enacted level.
