TORONTO—We have long recognized that we are both an Atlantic nation and a Pacific nation. Now, we have to clearly recognize that we are an Arctic nation as well, and that this could have big—and positive—ramifications for our future. This is especially true for Canada’s aspirations as an innovation nation. The Arctic could become an important driver in industrial and innovation strategy, creating good jobs and investment opportunities across Canada.
