Hard to breathe easy with tunnels U-turn

Hong Kong has many powerful special interests, among which is the transport trade. Whether you are a government official, a pan-democrat or a member of the pro-establishment bloc, it’s a trade you ignore at your own peril.

One of the primary objectives of this trade group – which includes taxis, commercial minivans and some motorist groups – has always been to keep the fees of the Eastern Harbour Tunnel, but especially the Cross-Harbour Tunnel, artificially low. In effect, the tolls amount to an industrial subsidy.

The result has been traffic gridlocks during rush hours, and other times besides. But just when there is a glimmer of hope as the government finally takes action, it looks like it will back down again.
