To describe the passage of Proposition K by San Francisco voters in 2024 as divisive is like saying that water is wet.

The measure to close the Upper Great Highway between Lincoln Way and Sloat Boulevard to vehicular traffic for a park passed citywide by a 55% margin but was mostly opposed by the west side and started an uproar that hasn’t subsided.

Anger over Prop K led to the 2025 recall of Supervisor Joel Engardio, who represented the Outer Sunset and was the measure’s chief proponent.

After a failed effort by Engardio’s successor, Supervisor Alan Wong, to place a measure on the June ballot, enough signatures were gathered for a citizen’s initiative in November to reopen the Great Highway to cars.

Now, San Francisco voters will decide for the third time in four years what to do with the road.
