Harris snags top national security aide from Biden's team

One of President Joe Biden’s top foreign policy aides who has worked on the administration’s response to the Russian invasion is heading to Kamala Harris’s office — another indication that the VP is in the midst of a staff overhaul.

Rebecca Lissner, currently a top planning official at the National Security Council, is joining the VP as deputy national security adviser. It’s a move that instantly puts more foreign policy heft on Harris’ staff at a time when she faces persistent questioning about her influence over the administration’s national security decisions. And it’s one that underscores the degree to which Russia — and the war in Ukraine — has taken on central importance inside the West Wing.

Lissner is currently the acting senior director of the NSC’s strategic planning directorate, where she has overseen the creation of the administration’s National Security Strategy, which is expected to come out by the end of the year. She also has directed the Russia Strategy Group, which is plotting out the long-term policy implications of the invasion.

She has been described by colleagues as thoughtful and strategic but tenacious when she’s making an argument internally. As the U.S. pours billions of dollars of weapons into Ukraine, she also has been heavily involved in the Russia-Ukraine “Tiger Team,” which has been gaming out potential contingencies of the conflict to help the Biden administration stay ahead of the war. Lissner and the team have also worked closely with the interagency process to plan for Russia’s next moves and how to respond.
