The recent Guardian article attempts to make a silk purse out of a sow’s ear, with regards to explaining the bylaws attached to Charlottetown’s official plan. Consultant Jacob Ritchie states that “the approach is ‘gentle density,’ without dramatically changing existing neighbourhoods.” Who determines “gentle” and “dramatically?” Nobody, if this is passed, it is full speed ahead.

The fact is that the “as of right”  and “four units to a lot” anywhere, in any neighbourhood cannot help but “dramatically” change the neighbourhoods.  The dramatic change will be inconvenience, increased traffic, absentee landlords, rows of overflowing garbage cans, and noise and turmoil as single-family houses fall, one by one, to four-unit conversions — “as of right.”

Mr. Ritchie advises “not to worry” and consolably admits that “change........
