Restoring order, coming out of Zia Dark Ages

Ziaul Haq perished in August 1988 but his evil legacy continues to haunt the nation. Most civilian institutions are in total disarray. The Zia Doctrine of ‘Do nothing’ has caused a total collapse of the system. Over 11 years of total inaction (July 1977 to August 1988) and planned attack on organizations, has created disorder of unimaginable proportions that has to be restored for the republic to govern and move forward. Every discussion that I had with the late Lt.Gen Ghulam Jilani Khan (Jil) the street-smart soldier who ran Punjab, ended with the statement; ‘Zia stopped me from implementing the policy’. Till the 1970s Pakistan Railways was profitable and pride of the nation, run by professional railwaymen. Lt Gen. Saeed Qadir as Minister for Communications was given the task of taking it over. He not only came up with the idea of forming an alternate freight movement organization (National Logistics Cell) but also accused the Railways Board of corruption. In protest the Chairman, Abul Kalam, and the Secretary, Shehzad Ahmed Khan, resigned. Till today the national carrier has not recovered. The list is long (WAPDA, Mechanized Construction of Pakistan, PIA, Pakistan Railways, Pakistan Steel, Machine Tool Factory, Precision Engineering, CDA, KDA, LDA, and so on).
