SPECULATION about a trilateral defence arrangement between Islamabad, Riyadh and Ankara has intensified in recent months.
Pakistan’s Minister for Defence Production, Raza Hayat Harraj, has recently confirmed that a draft trilateral defence cooperation agreement has been prepared, lending credibility to these reports. While the framework has yet to receive final approval, its emergence after nearly a year of negotiations signals a significant shift in regional security thinking across the Middle East and South Asia.
The proposed agreement is not a traditional military alliance. Instead, it reflects a pragmatic effort to institutionalize defence cooperation amid uncertainty and evolving security dynamics. Rather than binding partners to automatic military commitments, the framework prioritises incremental, flexible and non-exclusive collaboration—an approach well suited to a volatile regional environment where states increasingly favour self-help and strategic diversification.
