Denley: The NCC's bold plan to close part of one road bravely reflects the spirit of Ottawa

The National Capital Commission is showing bold leadership by opening part of the Queen Elizabeth Driveway to cyclists and pedestrians for nine days. In both directions, one might add. Let’s just pray that the public does not abuse the privilege it has been granted.

Don’t for one moment think that the NCC is encouraging irresponsible road wandering. This is a carefully controlled, scientific pilot project. NCC boss Tobi Nussbaum says the “performance metrics” used to gauge the success of the project will involve two important concepts.

First, safety measures must be employed. “Cyclists and pedestrians alike” will be expected to keep speeds to 20km/h, ring a bell or call out when passing – and please, no walking northbound in the southbound lane. Physical distancing is a must, naturally.

The NCC is also concerned that opening the Driveway from Lisgar to Fifth Avenue might prove popular. This would be a bad outcome. The concern is that people from other neighbourhoods will drive........
