The activists say the material - which has limited Green branding - is being mistaken by voters for official city council communications.
The leaflet uses similar font, colour and style to Norwich City Council's Citizen magazine and its website.
It has a ballot box logo and the words "Important information about the local elections".

Critics have accused the Greens of deliberately trying to trick voters into thinking the material is an official council document - although some members of the public have apparently mistaken it for a Reform leaflet, because of its colour.
On the ‘UKGreens’ Reddit page, a Norwich volunteer for the Greens said she stopped delivering the leaflets while out canvassing after the first person she approached mistook them for Reform material, and then assumed it was official council information.
"These are the city council colours but obviously the Reform colours as well," wrote the user, StarryAxis.
