The proposals being considered by South Norfolk Council seek to turn the former Dragonfly Lettings building in Cringleford into a Domino's pizza branch.
The unit in Dragonfly Lane has been empty for several months and is next door to a chip shop, kebab takeaway and Tesco Express.
